FEATURES OF THE ORGANIZATION OF MUNICIPAL AUTHORITY IN MODERN UKRAINE: PROBLEMS AND PROSPECTS OF DEVELOPMENT

The article examines the features of the organization of municipal authority in modern Ukraine, revealing its theoretical, legal, and organizational foundations. A comprehensive analysis of the evolution of local self-government has been carried out, identifying the main models of municipal authority, including the Anglo-Saxon, continental, Iberian, and mixed models, as well as their influence on the formation of the Ukrainian system of local governance. The key theoretical concepts – community-based, statist, dualistic, sociological, and others – that determine the modern approach to decentralization and strengthening the role of territorial communities are highlighted. Particular attention is paid to analyzing the state of municipal authority under wartime conditions, which have exacerbated problems of legislative inconsistency, staff shortages, limited financial resources, and the need for rapid crisis response. It is emphasized that the decentralization reform created the prerequisites for strengthening the capacity of local communities; however, the effectiveness of their activities remains uneven due to differing levels of socio-economic development across regions. The study substantiates the need for further improvement of the municipal governance system through modernization of the legislative framework, expansion of financial autonomy, introduction of digital management technologies, and ensuring transparency and accountability of local selfgovernment bodies. The article identifies promising directions for the development of municipal authority, including the formation of a professional administrative corps, the development of inter-municipal partnerships, the activation of citizen participation in decision-making, and the implementation of European principles of good governance. It concludes that the effective organization of municipal authority is a key condition for democratic development, state stability, and the resilience of territorial communities during wartime and post-war transformations.
