CLASSIFICATION OF THE SUBJECTS OF ORGANIZING AND CONDUCTING EDUCATIONAL ACTIVITIES IN HIGHER EDUCATION INSTITUTIONS WITH SPECIFIC TRAINING CONDITIONS

Abstract

The article is devoted to the classification of the subjects involved in organizing and conducting educational activities in higher education institutions with specific training conditions. It is noted that the effectiveness of such institutions directly depends on the clear definition of the system of subjects responsible for ensuring the organization and implementation of educational activities, as well as on improving their legal status. The study emphasizes that classification makes it possible to identify the diversity of subjects involved in organizing and conducting educational activities in these institutions, to distinguish and compare them, and to reveal the objectively existing relationships, interconnections, and their place within the management system of departmental higher education in Ukraine. The classification of subjects that organize and implement educational activities in higher education institutions with specific training conditions is identified as an important prerequisite for improving the organizational and legal support of public administration in this area. The article distinguishes two major groups of subjects: organizers of educational activities (those responsible for ensuring the organizational foundations of educational processes in such institutions) and direct providers of educational activities (those who implement educational processes within higher education institutions with specific training conditions). In turn, the subjects responsible for organizing educational activities are classified according to their organizational and legal form, level within the management system of departmental higher education, specialization of managerial influence, sectoral affiliation of higher education institutions with specific training conditions, degree of proximity to the educational environment of such institutions, the procedure for managerial decision-making, and the managerial functions exercised by authorized subjects, among other criteria.
