ADMINISTRATIVE PROCEDURES IN THE ACTIVITIES OF THE STATE MIGRATION SERVICE OF UKRAINE UNDER MARTIAL LAW

Abstract

The article analyzes the administrative and legal regulation of procedures carried out by the State Migration Service of Ukraine under martial law and a large-scale migration crisis. It highlights key challenges faced by citizens, foreigners, and stateless persons, including limited access to documents and data due to disrupted state registries, cyberattacks, and power outages. Additional issues include difficulties in monitoring compliance with migration laws and the lack of unified practices for handling crisis situations. The full-scale invasion has also caused a severe staff shortage, as many people left the country. Despite this, Migration Service employees continue working, often in frontline or previously occupied areas. To improve access, mobile groups regularly visit such regions. Authorities have simplified procedures for issuing and restoring documents, especially for displaced persons, children without parental care, and those who lost documents due to war. Services are also prioritized for military personnel and their families. Measures to prevent fraud and misuse of passport data are being strengthened, while access for citizens abroad is expanded through Passport Service centers. Digital services are developing, and programs to identify migration law violations are being implemented. The Service cooperates with the EU, the UN, and the International Organization for Migration to support Ukrainians abroad and enhance document security. The article proposes improvements, including formalizing simplified procedures, expanding digitalization to ensure safety, and unifying approaches based on international experience.
