Abstract

The article examines the issues of the activities of certain types of ombudsmen in the United States of America in the context of experience for our country. It is noted that the institution of the ombudsman in the United States of America has its own specific features. Its development took place mainly at the level of individual states and municipal entities. The powers of municipal, regional, and specialized ombudsmen are analyzed. The administrative activities of education ombudsmen are characterized. It is emphasized that they are education specialists who facilitate conflict resolution by actively involving families in the educational process. Special attention is paid to the functioning of the institution of the special education ombudsman. This ombudsman serves as a source of consultation for parents, students, teachers, and members of the public, helping them better understand federal laws and regulations. It is emphasized that the activities of military ombudsmen in the United States of America should be considered separately, as they play an important role in ensuring the protection of the rights of military personnel and improving the conditions of their service. The article concludes that the activities of ombudsmen in the United States of America demonstrate a combination of independence, specialization, a multi-level structure, and professional standards, which contributes to the effective protection of citizens’ rights and oversight of the activities of administrative bodies. An important aspect of the work of ombudsmen in this country is the combination of professional standards with the principles of neutrality, objectivity, and confidentiality. Ombudsmen act as mediators, advisers, and analysts; they formulate recommendations and contribute to the improvement of public administration procedures. It is proposed to develop and implement a national “Moral Code of the Ombudsman” following the example of the United States of America, which should enshrine the principles of neutrality and absolute confidentiality, as these are critical for building trust in Ukrainian society. It is also advisable to introduce the position of “corporate ombudsmen” for the pre-trial settlement of disputes between employees and employers
